I just drove past. EB and WB don’t seem to be there anymore. Google maps shows them, but there is not a single vehicle in either one. A channel on YouTube just posted a clip on his recent trip on I-40 and he says the states are shutting down rest areas under pressure from the truck stop chains.
According to my records, these rest areas have been closed since 2017 with no re-opening date known. I believe I had a conversation with someone at the DOT about this and the possibility of these reopening existed so I decided to keep them in my database.
I contacted the DOT office today to confirm the status and possible re-opening of these rest areas and was told they are permanently closed.
