disgusting rest areas

I just traveled eastbound on I-80/I-90 and was absolutely disgusted at the state of the rest areas in Indiana. For one of the rest areas to be unsanitary was unacceptable, but for all of them to be in this condition was completely ridiculous. This is a toll highway, so a traveler on this road is limited in the options available. If Indiana is going to continue to collect tolls from drivers, they had bettter do something immediately to rectify this problem. Not only were the human rest areas disgusting, but the pet areas were completely unsafe for dogs. There was no way that I would let my dog out of the car to do her business in area covered in garbage, discarded cigarette butts and broken glass. By far, these rest areas in Indiana were the most disgusting rest areas I encountered in a near cross country drive that began in northern Idaho and ended in New Jersey.
